The East Central Council of Local Governments is governed by eight directors, including four county commissioners (one representing each member county) and four elected municipal officials (one representing the member municipalities in each county). Directors are elected for one-year terms, which are renewable. County Commissioners appoint one of their number to the Board at the annual reorganization meetings each January. The municipal governments in the counties, however, are asked in October to consider nominating their mayors or council members for the Board.
If more than one municipal nominee is submitted from a county, then each municipality in that county receives a ballot and is entitled to one vote. In the event of a tie, the county commissioners of that county will cast the deciding vote. All newly appointed board members begin their terms of office with the February meeting of each year, as the outgoing board completes the previous year's business at the January meeting.
